For 3 years, the universities, the 'grandes écoles' (specific to the French educational system) and research organisations have worked together to respond to the invitation to tender issued by the State. The State has chosen to favour five to ten large campuses of higher education and world-ranked research. These campuses (comprising universities, grandes écoles and research organisations) have been selected by an international panel, based on their candidacy application intended to show their capacity to construct an ambitious project to promote scientific and pedagogical excellence and to strengthen their international attractivity.

The Toulouse IDEX project is first and foremost an ambition! To channel all the scientific and educational potential of the region to reach the highest standards of education and research. To offer study paths adapted to students in relation to their objectives and talents to maximise their chances of success.

The 22 programmes of the Toulouse IDEX project are sponsored and aim to be of benefit to the whole universitycommunity.

Between 2011 and 2012, eight projects have received certification: Aix-Marseille, Paris-Saclay, Bordeaux, Paris Sciences et Lettres, Sorbonne Paris Cité, Sorbonne Université, Strasbourg and Toulouse. Each campus has received a State allocation to fund the proposed programmes in their candidacy application.
